Rancho Water District public information spokesman Meggan Valencia said, “Crews think the 16″ pipe split at the bottom because there wasn’t enough sand placed underneath it when it was installed.”

No sinkhole associated with the break, however the water released through the broken pipe forced its way through the asphalt, causing epic cracks and fissures, Valencia stated.

The water from the break ran to Ynez Road, flooding parts of the Abbott building parking lot.

Valencia continued, saying, “Abbott elected to siphon off the water itself and clean up the associated debris. The company may file a claim with the district later to recoup the costs.”
